In many animes, people have described Saturn as a look-alike to one character or another. If we put this in reverse, many people from many other animes look like or, personality-wise, based on Saturn.
Let's take a look of these charas, shall we?
First off, is my fave character off of Naruto, Hinata Hyuuga. She's shy, and yet, will do anything to protect the people she cares for... 3nodding
Next, is Shinobu Mahera, from Love Hina. She's shy, but she cares for Keitaro... And isn't too violent. mrgreen
Then, we have Kirika Yummura and Chloe, both from the anime series, Noir. Both look innocent as heck, but both are very deadly. So don't do anything to piss both off. Or they'll KILL YOU. twisted

I was kinda thinking about Shinobu Mahera as well. Hotaru is pretty unique, I think. I've sometimes compaired her to Raven from Teen Titans (the newer one). In many ways, they're very different, but they're similar in many aspects as well.
For one thing, Raven and Hotaru both shy away from people; Hotaru being timid and constantly rejected by her peers, while Raven just not liking people (of course, she too has been rejected by others). They both also have somewhat dark personalities and are mysterious to a degree.
They're both so cool. Hotaru is my favorite senshi and Raven is my favorite Titan. I often thought it would be fun to watch them in combat against each other (as much as I like Raven, I'd root for Hotaru). heart

I swear, Motoko Kusanagi from Ghost in the Shell reminds me of Saturn. Both serious, and yet, kind when they want to be.

We can also add Alita from Battle Angel Alita to the list... She does kind of look like Hotaru...

For lookalikes for Hotaru, I say that one I found the closes was Amakura Mayu from Fatal Frame II. Here's some reference pictures! Minus the hair color and such, they pretty much have teh same physic. Especially in the game.

Actually, Hinata from Naruto reminds me of Sailor Saturn a lot. They are both very sweet, meek girls. They have similar hair colors, and they both have 'transformation' scenes.

Subaru from .Hack//Sign reminds me of Hotaru as well.
EDIT: It's been confirmed. Vol.5, RK. Sanjo Tsubame's base is Hotaru-chan.
