Are you restricted to real layering? You have two pairs of shoes on.

Also, you use small bits of white as accessories, but have a whole lot of white hair showing. It messes up the balance. You can cover up the head with something like a sacred leaf and cool starter pirate hat. Orrr just use a green or blue-ish hair color instead...

I was going to comment that the top was white heavy also, but now it's very teal heavy- I'd try to find something in that blueish teal that's smaller than the scarf but that can cover at least a little of the hair.

Alternately, use whatever budget you have to try and layer some little things on top of it (the berets you have there are a good start but there's not enough volume to them xD) Maybe another very small hat to layer under the tiara if it's free layering? I'd go with green, to match the skirt and tail though.
