How often does a vend come along (in minutes?) and how often do you actually get it?

Depends on the time of day. During prime time, there can be multiple items to go for on one screen. During late night, it's like needles in haystacks.
How often I get it depends on how busy the MP is and how many other vendors are around. When things are really hopping, I figure I succeed 1 time in 10. The upside to late night is fewer people around, so the success rate is higher.
The key to success is not to dwell on the items you didn't get. If you do, not only do you miss that item, you also might be missing other opportunties. You have to forget about what you missed and move on fast.
