I'm posting this here since it seems more oriented towards the girls but I have a question. So I'm awkward as s**t which is why I still don't understand how you transition from friends to more then friends. I mean, there is this girl and I'm pretty sure she likes me as much as I like her but we're both just to like...I dunno, not knowing what to do about it. I guess, what am I supposed to say to bring it up?

You could just be straight forward about it. Don't be all like
"Listen b***h I like you what we gonna do bout this?"
Be gentle, be sincere, let her know how you feel (Nervous and all, that does help, it shows that you're being honest) and go for it. See what happens.
As much as I hated hearing it, the worst that she could do is say no. Let us know how it goes by the way. Good luck!

Just make the first move! That's what girls like most. And also flowers. Ask one of her friends (who you know wont ruin the surprise) what flowers she likes.

Just watch a romantic comedy that "my mom rented the other night" with her. It'll get her in the mood if anything is likely and will facilitate a good response.

If you want it to happen. Make the first move. And while spontaneity is great, make sure the timing is right. As in, better for it to feel natural rather than just blurting out that you have feelings for her.
