i dont know about downloads, but to just watch anime, you can try animewoot.com and anilinkz.com, they both work for me, with out downloads.

There also animepalm and animecrazy. I think you can download and watch online, but I don't go there often. There's so many advertisments it drives me nuts.... I don't think I'm helping much. sweatdrop
