well cop is better known than the runes...runes are good in cycling decks...and cops are just more used because of the practicality...most people run story circle though instead just because it doesnt go against just one color...but the cop that is used the most is red because of how red was so widely used in extended and how red has been better latley...it all depends on whats the bigger deck color in certain formats...

i think Cops are banned or resttrickted or something, while runes aren't, i don't remember, but i don't use any, my preference is just to use Sun Droplet. artifact 2 whenever your dealt damage put that many charge counters on Sun droplet.
during an upkeep you may remove a charge counter to gain one life. so if your dealt four damage and have one droplet in play, you gain one life on your turn, and anoyther on your opponents turn, then if they don't deal you any damage until the droplet is out of counters, surprise, your back to waht you started with when you dropped the droplet. it gets interesting if you have four droplets in play, for each one damage you are dealt you gain 4 life. if your dealt two damage, you gain four life on your turn, and four on your opponents.
erm but in free, i'd go with Red Blue: not usually too many big creatures, and i could probably fend off the assault. Black: same deal, overall nothing bigger then a 4/4 (deamons and various avatars/gorgons aside) Artifact: heres a toughie, but again a lot of what artifact has isn't going to be working like too powerful of clockwork, whats built can be taken apart White: nothing big except a couple soldiers, a few angels, and like one dragon and the bringer. Green, trample is my friend more then anyone elses. Red: burn, burn, burn, goblin sacrafice, destruction.....yep, this sounds about right.

Red is based around piling on the damage as fast as you can. If you've got its protection circle, you're set.
Green is based around getting out a big creature or powering up your little ones (or both). Its circle is a good way of stalling for time until you find a way to take them out.
Black focuses more on getting rid of creatures rather than dealing damage to them. The only time you'd every need its circle is if you're up against a black deck or there is a black card that has a really nasty effect if it deals damage to you.
White deals with gaining life and nullifying cards. In addition, most white cards already have protection from a color (or two). The only time you'd need its circle is if you're playing against a white deck.
To my knowledge, there is only one blue creature that exceeds a 4/4 (and that's vizerdrix) Blue is now focused on countering spells and other instants. Using its circle would be a waste.
Artifacts, well, artifacts aren't as big as they used to be. There used to be whole decks around them, now they're just co-stars.
Protection from artifacts can be useful against some that are really annoying (like Kusari-gama) but other than that, not really necessary.

Mistform Skyreaver Tidal Kraken Leviathan Grozoth (situational) Blizzard Elemental Riptide Mangler (sitational) Cognivore (situational) Cerulean Sphinx Denizen of the Deep Polar Kraken Thing from the Deep Benthic Behemoth Not all are tournament legal, but you get the point.

i am amased that noone ever really spopen up about the Rune of protection : land. its a terrable card in mot cases sense there isnt many out there that deal damage insted of you haveing to pay life. ya i know there is creature/lands but whatever... now i started to think of whitch one i liked more... the cops or the runes... never use them myself but there great filler for n00nb decks. to get people started in palying but this is the pros and cons of them
pro:circles can pay colorless mana to prevent damage. Pro: runes can cycle. con: runes can only be payed with white mana to prevent damage. pro: circles are cheap and plentiful and ez to find.(check the common's bin) con: runes are all uncommon and are not known very well.
so overall i think the rune wins over the circle sense it has cycleing. but for no other reason is it good. there not good cards really but its a good discuction none the less..
