First off, Understand that each pokemon needs to be EV trained in different ways. It is up to your to deterimine the best spread for your pokemon to acheive it's ultimate abilities. Also, each pokemon can only have 510 EVs total, however, each stat can only hold 255 EVs. Which means that you can max out 1 stat, due to the pokemon's Nature, and Semi-max out a 2nd stat. Of course, you do not have to max out two stats. You can do an even spread among 3 stats or so on.
Secondly, each pokemon gives a different amount of Evs for defeating them. For example, Pidgies give out 1 Speed EV, Kadabra gives out 2 SpAtk EVs, and Golem gives out 3 Def EVs. It is based upon there link in the evolutionary chain. You can look up what pokemon gives which and were to find them on Serebii.net or Bulbapedia.
Third, you can increase the amount of EVs a pokemon obtains through Macho Brace and PokeRus. PokeRus is a virus-like element that doubles the EVs a pokemon obtains and it can be passed from pokemon to pokemon. Macho Brace also doubles EVs, giving a total of times four (x4) EVs. So, with the examples I have given, Pidgy will give 4 Speed, Kadabra will give 8 SpAtk EVs, and Golem with give 12 Def EVs.
Fourth, since EVs are invisible I suggest making talie marks on a peice of paper. If you happen to mess up there are a series of berries you can use to take away EVs. They also make your pokemon happy, so if you want to evolve a pokemon through happiness, you might want to evolve it then EV train it.
That's EV training in a nutshell. I am sure there are some minor details I missed. If I run across them I will edit them in.

To answer your original question, you don't HAVE to do EV training... but I doubt you'll get very far without doing so. If you have your eyes set on being a gym leader, learning the ins and outs of EV training, IV and Egg move breeding will be only some of the qualities you'll need to beat your opponents in future Gym Leader selection events/tournaments. There are quite a few guides posted in Oak's Laboratory, so my advice to you would be to check some of them out and openly ask questions about specific things that you don't understand. I'm sure someone would gladly help you out.
