I traded a lvl 70 or so Garchomp for a lvl 32 Japanese Mew in GTS Synchronize ability Its Stats are: HP: 109 ATK: 78 Def: 79 SP. ATK: 74 SP. DEF: 80 Speed: 71
but when I look at the Mew's moveset... It knows Fire Blast, Transform, Metronome, and Thunder. confused Is this Mew hacked? lol >.< (even tho the answer seems clear enough)

Its hard to say but Japan had several chances to get Mew. I think the first was from Emerald, I think back in January they had Mew on wifi for HG/SS and later made it available on the D/P/Pt.
*Edit: These are all regarded towards the Japanese versions.

At such a low level, it will be difficult to determine whether or not the IVs are legit, but the moveset itself seems fairly sound.
However, considering you got it off the GTS, chances are... it's hacked.

Only way to know for sure is the location in which it was obtained. Everything else seems sound enough. I can look to see what level Japan can capture their Mews. Aside from that, nothing appears to be wrong with it.
Mew learns Transform and Metronome on it's own. Fire Blast and Thunder are TMs, which Mew can learn anything. So, moveset checks out.
Edit: Quick glance through the list of event pokemon, and it would seem that lv 30 is the deffault level for most Mew events.

If it has the Premier Ribbon, possibly not. If it doesn't, it's most likely a hack.
