Your suppose to trade the Rage Candy Bar to a guy in the underground passage (one going from Cerulean to Vermilion) but not sure if you have to make some progress first in order to gain access.

Good I'm not the only one. How do you go to the underground passage. I beat everyone but Red. Do I have to beat him first to get inside?
