Ok, here's the deal. I have her number. I have a water pokemon with me. It's the time that the guide book says she shows up for photo ops. SO WHY THE F--- ISN'T SHE THERE!? I've gon up to the cape a bunch of times around the appropriate time, but she is not there. What gives?
