I'll start off by saying this: everybody is welcome here if they just follow the rules, which in my opinion is very easy to do. I don't discriminate against anyone without cause, although I will notify you if you don't follow the rules and dislike you if you constantly use bad grammar.
Rule #1
Be literate. This does not mean that you must write a novel per post; it means that you should not type like an elementary schooler. Use correct grammar! Put your commas, apostrophes and capitalization in the right places. If you don't know, look it up or ask for help! Spell correctly, too, Firefox has a built-in spell checker if you need it. Typos are fine but I expect you to check your posts briefly and make sure you haven't made any.

Be a good roleplayer. Don't control others' characters, don't make Mary Sues, and don't get into battles if you find it impossible to let your character lose. Try and make your posts generally around the length of those who you're RPing with; if yours are the shortest, try to go longer. If they're the longest you might want to take it down a notch. For roleplay leaders, don't be biased towards certain people and give them better stuff on purpose, or anything to that regard. Everything must be done fairly.
Aside from that, there are a few things you should know - this will be edited eventually, to include new information.

Feel free to make your own; however, drop me a PM with a few details on it before posting to make sure that it's okay. I don't want two near-identical RPs running around. After it's approved I'll sticky the main thread, and you can put the profile thread just as a normal place - an OOC isn't necessary since there is a general OOC thread. As for joining, don't try and join a RP if it says U/C or FULL in the title. That's just common sense.
