With mixed results. Read only if you're interested.
After months of putting it off I finally finished Full Metal Panic Second Raid, and hocrap. Maybe I'm too easy to please but this ending had me drooling. I gotta give the creators of the show credit for making some of the most dysfunctional, demented villains in Japanese cartoon history. Gates, Gaulun, Shinji, Yu Fan and Yu Lan and Leo are all up there in my "ever-so-large list of cool villains" for their sheer insanity and effectiveness. The main characters are good too, mind, but there are times when they're rather see-through. Kurz is still my favourite. If you liked the first season this one will intrigue you, especially since many questions left unanswered in the first season have, thankfully, been answered.
Next up, on recommendation from my brother and random forums, are Black Cat and Jigoku Shoujo (AKA Hell Girl).
I can see why Black Cat is so popular among many young fans and many more fangirls as the title character, Train "Black Cat" Heartnet, is a black-wearing, brooding, cat-themed pretty boy assassin with the numeral "XIII" carved into him. Which means I hate him with all my heart. Honestly, he's "random brooding male # 118" fusion-danced with "forum RP character #191010389." Gah. At least there's some interesting points in here, like the main character/rival who is a stylish fellow with a business suit, an eyepatch and a suitcase equipped with crazy purple knockout gas. Let's hope he steals the spotlight from Train in future episodes. I'll look into the next two, three episodes and make up my mind as to whether or not I'll keep watching it.
Jigoku Shoujo on the other hand has a lot of promise but looks like it might be very episodic and repetitive. The premise is simple: the daughter of Japan's devil king the Enma-Cho has set up a website whereupon you type in the name of the person you want to send to hell instantly BUT if you do this then you have to go to hell when you die. Sounds neat, and admittedly the first episode was, but if every episode is going to be like this (as episode previews suggest) then I might want to steer clear of this one. Unless someone has seen most of the episodes and can tell me differently.
So that's it for now. I might revisit this thread when I discover more Japanese cartoons of note. Ones to watch, ones to avoid, that sort of thing.

I lost interest in the first season of Full Metal Panic about halfway through, when it started focusing a lot more on the military/serious stuff. I like FMP Fumofu much much better, since it's entirely made up of the ridiculous school stuff, which was the stuff I enjoyed the most from the first season. Which is why I'll probably never bother with Second Raid.

the first FMP season completely lacked focus - it was far too undecided on whether to take the manga's direction and be completely comical, or else be a serious military-type show with Gonzo's CGI robots. Which meant I completely lost interest after the first half. Fumoffu as Yuji said is much more entertaining, especially as a comedy of contrasts between the various characters.
Second Raid? I don't think I'll ever bother... anime's boring me out of my skull these days. Well, except the Onepiece movies which are being shown on TV over here, which are good.

See, here, I like the Black Cat Manga. The Anime sucks a**. HARD. Artistically speaking, it's Too Goddamn Awful. The Manga, from the onset, puts Train as a happy-go-lucky character, along with his Sweeper business partner Sven (Who, by the way, is beyond awesome, as you have already noticed). The brooding comes much later, and it does so in the form of very sporadic flashbacks, which usually don't last much. They often run into some very serious business, but what I like about the whole series is Train's "I just want to do Sweeping, I don't care about those bad guys anyways so what's for dinner?" attitude... And Sven and Eve. Sven and Eve are awesome. But Sven is way more awesome.
