The Mission Center for the Water and Ice Empire is just a really big tent made out of snow.
When one walks inside there is bulletin boards everywhere full of notes, and televisions that are set to news channels. There are multiple clerks that work at the mission center. Kindly ask for a mission, and a clerk will assign you one.
You will only be givign missions of your level. No level 4 missions at Peasent level. If Kira thinks you are strong enough for one, he will assign you a mission stronger than your current level.

Itami walked in the tent covered with snow. It was another cold snowy day in the empire. He made his way to the clerk desk and waved and smiled in greeting. Hi. My name's Itami Asui and I came here for a mission. Its my first time requesting, but many say im strong. He shrugged and stood, awaiting the clerks first words.

Itami walked in the tent with a little blood on his jacket. He walked towards the clerks and waved. The bandits are outside, on a wagon. I believe one of them is the leader. Both are knocked out cold. Ill tell ya, I could've done a harder mission. He smiled and shrugged.
