Most of the eBay shops are bad because they don't control their production themselves. The stores typically outsource to multiple tailors to keep costs low, so the quality is never 100% the same, even for pieces that are the same design.
Fanplusfriend's ebay shop is reliable, however. You can buy from them with confidence. Momo's used to be horrendous, but they're ... okay. You have to be careful not to buy anything from them that involves lace, however, and recognize that they're overcharging you dramatically. Their replicas of classic brand pieces are generally safe, because they lack lace. Their sleeve-shapes are still really ugly, though. Very square.
Personally, I'd find a good tailor or seamstress on one of the EGL comms and commission from them, or buy custom from a TaoBao shop long before I'd resort to eBay. They're more reliable in general, because they have a tighter control on the quality of their goods.

I once bought shoes from ling_lam2005. I was very happy with them, their sizeing chart was right on the mark and they fit perfectly, but remember- I've only bought shoes from them. I can't attest to the quality of their clothing. (Not everything in the store is lolita either) I can however tell you that I totally trust Angel-secret. I bought a goregous coat from them. It was just as good as the pictures if not better. I was totally pleased. I had a friend who purchsed an out fit from them as well so if you see anything you like in their store I highly recomend them. (they've got some mainstream clothing as well) I hope I've helped you!

So. Just as an update: I bought a dress from Ling_lam2005. I love it. For the price it's unbeatable. It's not brand quatlity but it's not so far away from brand that you'll regret it. It was $51.99 USD for a JSK, undershirt, and Head Bow. <3

Do not buy clothing from Ling Lam. Shoes are fine. Clothing is a rip-off.
Ling Lam typically sells GLP brand clothing. Their quality for 'lolita' is absolutely horrendous. She also charges about twice what the original cost on TaoBao is and tacks on the same amount of shipping. GLP's punk items are okay, but their lolita-wear is generally too short, and coated in raschel. It's closer to doll goth or just straight goth than lolita most of the time. I don't recommend buying their clothing for anything else, to be honest, and I definitely would suggest finding a decent shopping service if you're even tempted.
