Inner - Mars and Mercury
Outer - If I had to choose, probably Neptune. All of the Outer Senshi are basically my favorite characters, though.

my inner sailor would be sailor moon and my outer would be uranus and neputune

Mercury is my absolute favorite--one of my favorite all time characters, period. For Outer, it would be between Pluto and Saturn (probably Pluto).

Jupiter is a great character, too. I'd say that she is my second favorite. I enjoy the interactions between she and Mercury in the anime (I can't recall off hand if they had as many interactions in the manga--I'll have to go back and reread it).

My favorite inner Sailor Senshi is Sailor Mercury, my two favorite outer Sailor Senshi are Sailor Neptune and Sailor Pluto.
