I have Soul Silver and I've defeated Red, got the red rock key from Mr.Pokemon, talked to all the professors, gotten my starter (Charmander) and got the national dex...
But when I go in the Pokemon Fan Club in Vermillion City, no one gives me the poke doll, I see it on the table but what am I missing?
Also, I went all through the Route 4# (forgot number), near safari, but I still can't find Groundon, help?

You get the Red Orb and access to the hidden tower after you get all 16 badges. The hidden tower is where Groudon is at. For the Pokedoll quest, did you talk to Copycat in Saffron city?

Yeah, like Garza said, you have to talk to Copycat and she'll ask you to get the doll. Then when you give it to her, she'll give you the train pass and Latios will be released.

if you still cant figure it out, go to Saffron city where the Train station is and if you flew there (of course u'll land in front of the poke center) hed left, then up, pass the first road, then turn right on the second roadand there will be one house you can enter. That's the copycat's house and she is upstairs. Talk to her and she will tell you (or she will have you tell you) that she lost her pokedoll. Then you head back to the fan club and talk to the big guy nearest to the pokedoll and talk to him till he gives it to you. Then head back to copycat and she will give you the train pass.
To get the the Embedded Tower (where Kyogre in HG is and Groudon in SS is) you will need to talk to Mr. Pokemon, He will give you an orb (Red if you have SS. Blue if you have HG) and then you head to Route 47. You will need rock climb and surf to reach the embedded tower
Starting from the poke center in Cianwood City... Head through the cave like your goin to the safari zone. After exiting the cave gate passage thing, go along the path and enter the first cave you see and head down the right ladder. Once you get outside use surf and head left, go around the rocks and then pass between the two rocks that look impassable. then you will come to a small patch of sand with rocks going up. Use rock climb to get up the rocks and then you will see an entrance. That's the entrance to the embedded tower where the legendary your lookin for is.
