Tenkougan - Weather Eye

The Tenkougan is the Raiken clan dojutsu. Due to their affinity in the lightning element, the Raiken clan's eyes have developed into tools to track even the fastest movements. The dojutsu allows the user to put everything around them into a state of Matrix like suspended animation. This gives them a greater capacity to react to incoming attacks. The Tenkougan also increase the User's Lightning ability allowing one handed jutsu casting, similar to that of the Hyouton clan. Rumor has it that the Tenkougan also possess the power to control the weather in the area surrounding it's wielder.

Rules:
-Their Raiton attacks are more powerful than any normal nin's and almost match that of the demon Gobi

-User's element must be Raiton.

-Can create Raiton based jutsu using one hand

-Can suspend the process of up to 4 jutsu's per battle making impossible dodges seem like child's play. [This ability activates at Jounin level]

-Can change the weather during battle two times. The conditions that are able to be created are listed below.

Rain - Causes rain to begin falling heavily, increasing the target's electrical conductivity.
Hail - Creates a driving hail storm which flings rock hard chunks of ice at the target.
Snow - Temperature begins to drop and a light but obscuring blanket of snow begins to fall.
Sunny - The temperature rises to an uncomfortable level, water lasts on the battlefield for only two posts while this is in effect.
Cloudy - Makes low ranked raiton jutsus more powerful by one rank. Effects only B Rank and lower Raiton jutsus.

Techniques

The techniques are focused around electricity and lightning, in which makes them very dangerous to suiton, doton and some futon. This makes the clan extremely powerful.

Requirements:
- In order to unlock the abilities of the Tenkougan, the person possessing it must go through a traumatic experience of some sort or unlock it in the heat of battle.

-Jutsu-

Raikou Sao no Jutsu - Lightning Rod Technique - Rank D
This technique is used by those who possess the Tenkougan to begin conducting electricity from their environment. With it, they're basically making the battlefield even more lethal, along with setting up their future attacks. The user creates something similar to a cloak or coating of chakra so that whenever an opponent touches them, they'll get zapped. However, the amount of damaged from the zap varies from stage to stage. This technique is purely defensive though. When a person attacks, they're forced to drop this jutsu in order to do so. The user must be standing still in order to use this technique in defense.

Raikou Chaneru no jutsu ( Lightning Channel technique ) - Rank C
This jutsu can only be performed during a thunder storm (which can be created with use of the Tenkougan's weather altering abilities). Using previously acquired electricity, the user can then use it to draw down lightning bolts from the sky. By using the previously channeled electricity as a medium, the user can redirect those lightning bolts towards a desired target.

Raikou Sumiyaka no Jutsu - Lightning Speed Technique - Rank C
By utilizing this technique the user is able to use electricity in order to travel upon currents. His speed can reach up to at least twice of his normal speed, if not even more. The currents can also strike an opponent if an attack is launched while the jutsu is still active.

Raikou Heki no Jutsu - Lightning Burst no Jutsu - Rank B
(Usually said as 'Lightning...BURST-O!'). This jutsu is a variation of the Tama Raikou no Jutsu. Instead of just firing off a burst from one part of his body, though, it fires off a burst in the shape of a barrier around the user that typically goes for four or five meters. The shape is similar to the Hyuuga Haiten, though there's no spinning and no chakra being launched. Instead, it's just lightning being fired out. This barrier will let things come in and out as they please, but with each pass through the barrier they are electrocuted with a high amount of voltage. Things such as Kunai and other weapons can make it through the barrier, if one can seen the user behind all the white fire.
Requirements: Raiken Clan, Raiken Sao no Jutsu.

Electric Net - Rank C
The user releases a large amount of conductive wire which is then formed into a net. This can be used to ensnare opponents as well as send signals through there nervous system, making them twitch and cause temporary paralysis until the jutsu ends.

Lightning Fumma Shuriken - Rank B
This technique allows the user to create an shuriken made of an intense and deadly lighting. This is thrown extremely fast, thanks to the lightning's accelerative properties, and delivers a very painful shock if it makes contact with the target. Because it is made of pure lighting the giant shuriken can not sever limbs but will cause huge shocks if it hits.

Tama Raikou no Jutsu - Ball Lightning Technique - Rank A
After the user has practiced enough to allow their entire body is encased in electricity, they can then ionize the gas in the air around them and focus electricity within it. This creates a gigantic red ball of super-heated gas and a massive amount of electrical current. The attack can then be launched, causing a massive explosion when it comes into contact with a surface.

Raikou tatsumaki no Jutsu - Lightning Tornado Technique - Rank A
Releasing the electricity through the tenketsu, or chakra network, the user launch themselves up and use the energy from their body to spin around. Unlike the Hyuuga Haiten, this does not form a ball of energy around them. Instead, it forms a tornado that goes about ten feet up into the air. The tornado spurts of little bolts of electricity and will deliver a nasty shock to anyone nearby. At the top of the tornado is an opening that, someone who is talented with jumping and controlling chakra at various parts of their body, could easily slide down through and attack the Raiken clan member using this technique.

Lightning Resurrection - Rank S
The Raiken Clan Forbidden Technique, this technique uses the full power of the Tenkougan. Their eyes begin to spark, and a huge ball of electricity witch also deflects attacks is created around the user. Once inside this ball the user can move at incredible speed's but only in a straight line. This jutsu can change direction up to 7 times before it runs out of energy and lasts a max of three post's. Acts a shield absorbing Raition and deflecting all other elements except wind.
