On Solidarity: I placed the card in because the average ATK of Jurak monsters is around 1700, which isn't the best when it comes to beatdown. So Solidarity helps with this.
It's not very ideal to go ahead and attack an opponent's monster in attack position, no. However, 1700 is plenty to destroy a monster in defense. I should know - I play Chaos-End Master, and he has 1500.
Book of Moons, and Enemy Controllers. Offers great control over your opponent's side of the field and creates openings for your monsters to break through. I'd definitely run 2 of each, if not a third Book of Moon as well.

On Herrera: Sense some of the Jurak Special Summoning effects don't call for a particular position Herrera can help turn a defense situation around into a favorable offensive position next turn.
Being that much of what I read of the Jurak theme, their Special Summoning force grabs anything Level 4 or lower or 1700ATK or lower - there's much more benefit to that being attack position.
