This information is from the bulbapedia wiki--the Jirachi is confirmed to be released in Gamestop locations two weeks after the Shiny Pichu event ends.
It is confirmed to know the move Draco Meteor, be holding a Leichi Berry, and come in one of those special, rare Cherish Balls.
When transferred to HG/SS, and then transferred to the PokeWalker, it unlocks the special area "Night Sky's Edge".
Event to occur Feb. 27-Mar 13th.

The Shiny Pichu event is the first one I ever made it to. I hope to get to this one as well.
