I've seen a huge decline of leveling parties on that server. Depending on your level and job, it might talke a while to find a party. Making your own helps too, and a good linkshell could be helpful.

A good Linkshell is paramount to a good FFXI experience. Its almost the whole purpose of the game and things become stupidly difficult to do without one.
Most people find their first linkshell by randomly partying with someone who happens to be in one. Obviously this is a bit hit and miss :/ If you're having trouble meeting up with new people then just randomly shouting in town for a "social linkshell" might get you somewhere.
I'm on Carbuncle too but I don't play very much. Not played properly for over 3 years now >< If I happen to catch a glimpse of you, say hi biggrin Player name is Yawa smile
PS as you are a brand new player in a shrinking world I don't recommend that you try to start your own linkshell, definitely not until you've made a significant number of very good friends wink

For when you get back:
I wrote a low lv Guide to DRG, but it works for any DD job. Only thing you really have to ignore is the weapon choices. I put up stuff for soloing and duoing. I only took it to lv30 though, I went into retirement for a bit and when I came back, they had started the lv sync and well....you can guess what happens next.
Give it a read, it's at the FFXI wiki.
