Sephiroth is cooler than hitler. And to be fair on Sephiroth we must consult 2 laws of the RPG
First Law of Travel
Anything can become a vehicle -- castles, cities, military academies, you name it -- so do not be alarmed when the stones of the ancient fortress you are visiting shake underfoot and the whole thing lifts off into the sky. As a corollary, anything is capable of flight if it would be cool, aeronautics or even basic physics be damned. so not everything has a seat belt
Sephiroth Memorial Escape Clause
Any misdeed up to and including multiple genocide is forgiveable if you're cool enough.

You forget Neo doesn't need to obey rules.....seeing as it's a computer game world it would technically be part of the matrix bringing it under his jurisdiction of Ultimate Control Neo could merely bend the rules
