I sent a letter to Tunisia (I'm in America) And my letter to my friend was opened by one of our governments.
Any idea as to why? xD I thought we were on good terms with N. Africa?

I'd guess by the American government. Reasoning: There's been a lot of media attention on terrorists from Africa (and I doubt they'd settle for one region).

I agree, it was probably by America.
I believe we are on very good terms with Tunisia, but it's just because they're part of the Islamic world that your letter was opened.

I'm pretty sure it's illegal for the American government to open an American citizen's mail without some really good reason since it's a violation of your constitutional rights. Well, it's hard to say with the Patriot Act and stuff but I really don't think they can just open it. Although, I think in the past our country hasn't been beneath asking another country to do their dirty work for them, like asking the other government to check all the letters from the U.S. or something. I wouldn't be surprised if they did that. It's hard to say who opened it. I know it's probably really annoying to you but I wouldn't let it stop you from writing more letters.

I think US Customs can open and search anything coming and going with "probable cause". also, like you said, Patriot act....

Yeah, IF I recall correctly...All international mail goes through a city in Nevada, the international department. They thoroughly x-ray stuff and can open it. I am not mad they opened it...Because i just had a letter and 4 brochures on Georgia. But i found it...just odd x3
