Welcome to the Rogue Requirements. Here is what it takes to be a Rogue, and what a Rogue entails.
Requirements:
• Must be above Genin, no exception
• Must be below Kage Rank
• Must destroy at least 3 areas in your village
• Must attack at least 3 people in your village
Rules/Allowances:
• No matter what you have done to become a Rogue, you start off as an E-Ranked Rogue
• Can learn jutsu alone, following the jutsu learning system
• Can never become apart of another village
• You don't necessarily have to be friendly with the other rogues
• Feel free to take contracts from people to do a certain job
• You are allowed to enter whatever village you want {Not Akatsuki Base}, remember you will most likely be attacked on sight.
• You can work with other rogues, or kill them
Information:
The Rogue Valley does indeed have a leader, but he is an NPC, and cannot be killed, attacked, etc. The valley itself cannot be taken over, ever, no matter how many shinobi you have on your side. Being here, separates you from any law, there is nothing to keep anyone from attacking you here. If you die here, oh well.
Important:
Anything Posted with Φ infront of it, and if it is a sticky, than it belongs directly to the Rogue leader, and cannot be destroyed.
NPC Leader:
Although he is the leader of the Rogue Valley, the Rogues don't actually answer to him. If someone wishes to recruit a Rogue for a job, they may speak to him about the contract, in order to get into contact with the Rogue.
Rogue Valley:

Rogues:
You are allowed to make your own thread here, but be sure to get rid of it once you have finished with it {AKA died}.
Building info etc:
Buildings and other places made in the village that doesn't involve actual rpcs living in cannot be destroyed (it be pointless, seriously)
