Labor is pretty hard on a guppy mom, I don't know if you've ever seen it, but the birth is very intense.
I've once saw a guppy put about 50 babies on the world within two hours. Sometimes two or three came out at the same time, so that must hurt. I'm guessing the females, if well fed, are just too tired to bother.
But if the batch is very small, or not intense enough this may happen:

the birthing. Personally I'm not big on the container they used here, since the strongest fry won't fall through the gap but swim to the surface. If you're not home on time, they'll be eaten.
I find it better to place the fish in a warm goldfishbowl with a lot of plants to hide.
Oh and babies love yellow, hard boiled egg yolk, just don't overfeed.
