How do you get new weapons/hats and use them?

you do achievements for the class.
for instant
you want to get the new weapons for scout
you get a number of achievements for him
then you unlock the weapons
or you can go here

Hats are randomly given (with the exception of the Ghastly Gibus, you have to dominate someone wearing it). You can also get hats by crafting. 3 weapons of the same kind = Scrap metal. 3 scrap metals = Refined metal. 3 Refined Metal = Random Hat.
