Whenever I'm in zOMG how come only moderators and up can use the Clan chat?

i dont remember it working at all. probably because nobody is ever on at the same time as me

ummmm...waaaayyyyy back in june, there were a bunch of people that were in the crew and up on at the same time, and clan chat worked then
