Obviously, we need to have a set list of things people can, can't, and can sometimes do. This thread will be where all the crew members will suggest things to be on that list.

One main thing I'd like to point out first is Shikai and Bankai.

I believe that Bankai should be a Crew voted object, due to how much power is behind the final release for shinigami. This is just a failsafe, just in case a Captain starts picking favorites or gives too many people Bankai.

Shikai should be under the Captains powers, however. It does give that person a lot more power and a lot more room to RP, but it's not such a drastic power that Crew needs to be in order to decide if the person should have it. However, I do believe that Crew should be able to challenge the Captains choice, if someone can gather evidence that the person who is to be taught the first release is not ready, or has done something that should keep them from having this first release. I don't believe in the idea of having a time line for Shikai, instead favoring the idea that each person is a different situation.
