Alright I made up a method in which you can create a timeline for your rpc.
Timeline:
Academy Graduation (Number One Rookie)-6
Sharingan-7
Chuunin Exam-9
ANBU-10
Jounin Promotion-12
ANBU Captain-13
Sannin Promotion-20
Mangekyou-21
Eternal Mangekyou-23

You start off as a 5 year old, so I thought of it like this, if you graduate on the...
First Day- Depending on how fast if it was in a few minutes then 5, later that day it could be 6 and even longer that day then 7.
Second Day- 8 or 9.
Third Day- 10-12 (If it was right away then 10, middle 11 and late that day 12).
Longer than that: 12 is the latest.
Note: To know if your the Number One Rookie is if you graduated before the others who joined when you did. Depending on how many people were with you at the academy this title can be fairly easy to get.
Genin:
Whenever you graduated.
Chuunin Exam Age:
Each month you don't make chuunin you add a year to the age you graduated. Say you graduated at the age of 8 and made chuunin 4 months later then you became chuunin at age 12.
Jounin, Sannin, Kage etc Promotions:
Basically the same as above, if you made chuunin at 15 and 5 months later made Sannin then you became Sannin at 20. If your a uchiha and became a genin at 7 and activated your sharingan two months later then you had your sharingan at 9.
