This is one of three sections of Amegakure's housing district. Section 1-C is known as the "Rainy Slums." Here is where the village's poor life. It also contains the orphanage, where the unwanted children live, play, and sleep. Watch out, if any child is caught on the street and no parents are known of, they will be sent to that dreadful place... with hardly a hope of leaving.
