What is the best time to be game?

Depends on where you are. People from all over the world play this game. I live at GMT+1, so when I play in the morning there are a lot of JP players and a few late NA players, when I play in the afternoon there are a lot of other EU players and a few JP and NA players, and when I play late at nigth it's mostly NA players that are online. I play on the Fenrir server and there's always around at least 3000 people playing at any given time, though at NA primetime and JP primetime that tends to shoot up to around 4500.

Usually you can always find a group to party with, though at some times it may take a bit longer to get into a party. Also depends on the job you play. With my ranger I tend to get invites within 15 minutes of putting my flag up. With my samurai I often have to wait 2 hours till I get a party.
