The starting for an average city with someone is 0.
the average starting with a sub city of their moral have a +100 already.


I will give an example of how my city's reputation will work out:

Main City of Evil: 0 ( Neutral )
Sub City of Good: 0 ( Neutral )
Sub City of Neutral: 100 ( Good )
Sub City of Evil: 0 ( Neutral )
