IS WILF A TIMELORD?
I mean, it make sense.

I don't know about that. He's too COOL to be a Time Lord, unless he's another exile or runaway. All the regular ones are BORRRRRING!!! gonk

I agree.
If the timelords (being boring) just hide away, maybe they went away so far that no one could sense them.
