This area holds districts 1 and 3 where the Souls are Peaceful and Lawful and where most souls live in perfect harmony. The West gate is located here as well as its Gate Keeper are located.

Ammut stepped through the streets of the Western District of the Rukongai. He paid no attention to the looks of curiousity and terror from the Souls that surrounded him. He had only one goal and they were not part of it.
Approaching the West Gate he stopped when he got to the Giant Shinigami Gate Keeper, "HALT!... You may not pass! "
"I do not wish to cause an uproar... But I MUST pass... I am under orders from my master to speak to one of the Gotei 13." said the Arrancar.

Sighing Ammut shook his head, "You do not understand... I will get through this gate. I wanted to do this peacefully but it appears you are leaving me no choice..." he said placing his hand on his Zanpakuto

Ammut finally grew tired of waiting lifting his hand, "Cero..." was all he said aiming the red blast for the axes not the monsterous shinigami shattering the axes , "I told you i didn't wish to hurt you..." he said Sonidoing forward kicking the legs out from underneat the giant of a man, "But I must gain entrance!..." he said single handedly lifting the gate and Sonidoing in before it slammed back down the Gatekeeper Dazed but unhurt, save for his pride.

With a shunpo Kira appeared in front of the west gate. She looked around for the source of arrancar reiatsu she had detected from her garden. Having left in a hurry, she left her captain's haori back in her office. Her ordinary kimono and hakama made her look like an ordinary shinigami of no outstanding rank.
She drew back her right hand, resting it on the hilt of her zanpakutou as the door opened with a loud groan. Upon seeing Ammut was an arrancar, she gripped the hilt of her sword as she prepared to slide it from its sheath.
"You have no place in sereitei, arrancar."

Ammut lifted his hand seeming as if he was going to use a Cero but instead only held it there, "Steel your blade Shinigami... I did not come here to hurt your kind." said the Jackel like Arrancar with a deep voice, "I have come here to deliver a message. You saw I did not hurt your Gate Keeper I only made him unable to hurt me."
"But now rude of me... I have not introduced myself. I am Ammut First Maji of my lord. I have come here to offer a deal from my Master." he added calmly.

Kira contemplated her options. The protocol for dealing with Ryoka was to capture them for execution, especially if they were arrancar. However, she hesitated because waited to hear the proposition Ammut had mentioned.
"Kira Velsana of squad eight." She introduced herself, not bothering with formalities. She made up her mind as she let go of her sword's hilt. Let's hear what this arrancar has to offer, shall we?
"Walk with me," she said, turning on her heel and walking away. Expecting Ammut to follow, she looked at the arrancar over her left shoulder. "... and tell me more about this deal."

Slowly walked beside Kira his hands behind his back as he did, "I apologize for my rash actions with your gate keeper but my orders required me to meet with your captains. I could not let the one who gave me my mind back down." he said before continuing.
"My master is an Espada. The Former Fourth Espada to be exact. Recently he has broken off from the others finding their methods and temperment... Savage... Deathsye in his clarity of mind created a palace for all those who wish the same as we... Which is... Our Freedoms. We loath the animalistic hunger that being a Hollow had and the Espada are just more advanced hollows their hungers are filled up with lust for power and greed. We who seperated from them only want one thing... To be able to roam freely thorough out the worlds." he said looking at Kira, "And we wish for protection from our Arrancar brothers and sisters who may not like us creating our own Faction..." he said then continued, "But I know and my Master Deathsye knows that you won't do this with out something from us as well... As long as you choose to help us our Palace will serve as a free Conduit from the Soul Society to Hueco Mundo. You can go and hunt hollows there and make sure they cant get into the world of the living and the Soul Society... The Palace itself is secure No hollow will dare approach lest it get destroyed... Or if it wishes the same as we."

Kira kept an eye on Ammut as she walked beside him, nodding occasionally as she listened to him speak. After he finished, she looked straight ahead with a contemplative expression. That idea sounds great, but how do I know he doesn't have less noble intentions?
She held out her right arm, motioning for Ammut to stop walking as she stopped in her tracks. Bending her arm at the elbow, she motioned for him to link arms with her. "Normally I wouldn't dare bother the Captain-commander with my presence, but I think he'd like to hear your proposition. Please hold on to my arm so I can take you to his office by shunpo."

Ammut shook his head, "Please do not bother your Captain if you don't think it is fitting to Kira." said the Arrancar, "If it is really nessessery how ever I will come with you as I want my Orders to be completed." he said walking towards her and simply wrapped his arm around hers, "Though I should say my Sonido could have kept up."

Once Kira and Ammut's arms were firmly linked, both of them disappeared in a flash step towards Squad Eight's headquarters. ((exit to squad 8 grounds))
