Ahh, Mighty. He and Espio were a real pair in Sonic the Comic, which was always fun to read, but I don't know how he'd fit back into the Sega Sonic universe. For Team Chaotix it obviously came down to a choice between Espio and Mighty and Espio, frankly, has more to offer than Mighty, who could easily have been misconstrued as a power character, considering the name 'Mighty', whereas Espio can have the whole stealthy wall-sticking ninja lizard thing going on.
I can't see what Mighty would have had to offer Team Chaotix... maybe that's why he only ever appears at Luigi's bar (drunk of course) in my comics. :p

*Laughs* Well, Espio is the ONLY character in Sonic Heroes with anything unique to offer, and that's the invisibility mode. Vector is just so much more suited for leading the team and being the power character.
Mighty just comes off as another Sonic clone, and with Shadow, Metal, Silver, Mecha, Silver-the-Robot-From-Sonic-2-Not-Next-Gen-Future-Boy, Jet, Blaze and whomever else they invent... Sonic has enough clone/rivals to last a lifetime.

Ristar is a completely different franchise. The two have never appeared in the same game, excluding Mega Collection.

Hence the "excluding", rather than stating they had shared only one game smile

But totally irrelevant to Mighty being added into future games...
