Blizzard sent me an email saying they just closed my account due to exploitative behavior. I haven't logged on in like 3 weeks. WTF

Call or e-mail Blizzard support and talk to them.

It could very well be a scam mail trying to get you to click a dirty link and get yourself infected with a virus and/or keylogger. They're very convincing.
Have you tried to login? If not, try before you click any link in that email.
Can't login? Contact Blizzard through their website, DONT click on the link provided in email.
I agree with the last person. Make sure the email is real. They don't even ban you for that long if you call people bad names. Make sure you have made a blizzard account thingy that you where supposed to
