try drawing a bunch of random curves and lines, but don't take your pen/pencil/tablet off the paper and just do it very lightly.
then look at it and try to find a form in the lines.
I tried this once when I was kinda bored and not really sure what to draw, I ended up with this http://the-crux.livejournal.com/60125.html#cutid1

You could also try drawing things in your room or get a mirror and draw yourself. ^^; When in doubt, just working on the basics works pretty well too. Life drawing ftw!
Other things you can do include... making mini assignments for yourself. Challenge yourself to come up with something fun to do. ^^ And then turn it into an art lesson.

Sometimes you just need to let it run it's course. Do something completely different. And what ever you do, don't dwell on it!

Like Sazarac said, I find doing something completely different helps I find that blocks are your instinct's way of telling "stop doing the same boring stuff already!" Sometimes I even jump artforms because of them

This is going to sound really weird, but there is actually a music album that NO MATTER WHAT. It ALWAYS kicks me out of my art block. As soon as the singing starts I always feel crazy inspired.
It's actually a musical album. Like there is a while story, and it's sang out. It's about there are two halves of the world a dark and light half. Then a boy decides to leave the dark and go into the light. Then he finds a girl he falls in love with, and she's the princess of the light. O DEAR GOSH. I SUCK AT EXPLANATIONS. D: JUST LISTEN KAY. I think it's on youtube?
Razia's Shadow by Forgive Durden
Listen to it in order.
