The broadcasting tower allows Kumogakure to communicate instantly with any village with a tower. Only the Raikage has the authority to access these plans without breaking into the library, so she can have copies sent to allied village Kages. The built in jamming device however is village secret technology, and cannot be given away. (it must be stolen) it allows Kumo to disable a village communications tower until the jamming signal is stopped. So if an ally turns against Kumo, or the plans are stolen and the village finds out about it, their tower can be neutralized. Reason: To allow communication between villages, as well as encfourage inter-village rp.

Information could be set up by posts. Something along the lines of, Post One is Table of Contents ( A list of what all is in this thread with a small synopsis of the post, and a Link to that specific post out to the side. ) Post Two is Kumogakure Rules ( The Rules of Kumogakure, basically that entire thread just moved into this one. ) Post Three is Shinobi Of Kumogakure ( A list of Kumogakures Shinobi broken up by Ranks. We don't have enough for squads, but when we get enough, then it could even be separated by squads. With a link to their profiles out to the side, Then you can put a List of Npcs broken up by rank at the bottom, with a small synopsis of their abilities. ) Post Four is Announcements ( the announcement thread just in a more accessable place, and all announcements will b dated so you know when they were, Color coded, and start with the type of announcement. *ex. Village: There is a new thread that reduced clutter!!! Also it will be a Single post, that will be edited to reduce clutter. Will only hold 15 Announcements. ) Post Five is the Mission List ( The mission list, except in this thread, in one Post. ) Post Six is the Kumogakure Directory ( A list of every thread in Kumogakure with a small synopsis and a link to it off to the side. In one post. ) Post Six is Diplomatic Status with other Villages ( The Village status DNP thread in this one in one post. ) Post Seven is The Four Heavenly Kings ( The four Kings thread in this thread, in one post. Post Eight is Shuurai Tekken Do ( Optional, because since the taijutsu style already says it, I don't see why we need this here. )

Reason: Because if we make a new one, the name won't be so misleading ( Not so much misleading, as not doing it's purpose justice. ) And because if we Revamp the Library people might visit it a bit more, and then, we'd have a surplus of knowledge. Plus this way it would be easier to put Links to everything that we have to offer in the Library.

Reason: So we can have the forest ( Simulating Konohagakure's outlying area to the best of our abilities on a much smaller scale ) a lake ( Simulating Kirigakure's outlying area to the best of our abilities on a much smaller scale ), a desert area ( Simulating Sunagakure's outlying area to the best of our abilities on a much smaller scale ), a rocky area ( Simulating Iwagakure's outlying area to the best of our abilities on a much smaller scale ) All in one area, and we don't have to have five different threads. It also has an obstacle course on a flat easily traversed area.

The first one would be nice, though the announcements, four kings and Shuurai Tekken Do should have their own threads if we keep them around.
Not so sure personally about the rest since they are just remakes...

I don't see why, They really aren't that important. I mean honestly? On Shuurai Tekken Do, It says on the style that it is ours, why do we have to repeat it? And on the Four kings Thread, It needs updated, because if I remember right there are four kings, it only lists three. And the announcements are so old, And if we condensed them all to one post, and edited that single post they would be easier to access. But this way instead of having Kumogakure lake, Forest of Kumogakure, and quite a few others, we can have them gone and have a single thread for all of them.
Not to mention on the library, It would just be easier to remake it.
@Hikaro: I like your idea but wouldn't we be the only village with one of those?!
@Neru: As much as I like the first Idea I find it to be bothersome, and prefer what I've got now. As for all the remakes... Denied.

yes and no. We start as the only one with a tower simply because it is a Kumogakure invention. The point is to give the plans to our allies so we can communicate easily. So basically after we have one, send the plans (for only the tower not the jammer of course) with a link to or copy of the description so they know how it works.

Reason: Because our current scroll rental shop in the shopping district isn't exactly de jure. Also, we do need a place where we can store important documents, and not have to go and consult the raikage every single time we need documents.
And we need a library so we don't seem like bumbling idiots that know their way around machinery, but not much else.

It would appear I have completely forgotten to revive that thread or to check in on this one. I have added a note on the first post to quote the kage in future proposals. I will also get a library built,if I can get someone to do the work.

Built of rich oak and maple wood, this village library is one of the few buildings that survived and is now merely going through restorations/renovations to make it more secure and spacious. Two stories high, the library is aligned with bookshelves upon bookshelves. Box chairs are placed in front of every few bookcases while couches and more comfortable seating are placed by the windows overlooking the village. A designated working area is also located on the bottom floor where 5 rows of 4 set desks are placed together in a line taking up a good portion of the bottom left of the library. The library contains books and scrolls filled with all kinds of information. Most are opened to the public though there are certain high level techniques and secured, non-public information that are kept in a locked secured basement room which is not accessible by the general public. Only those with a pass warrant from someone of Jounin or higher status may pass through.
To rent a scroll, a genin will have to pay the following fees:
** All scrolls rented must be returned after they have been used. Information contained in the rented scrolls cannot be shared or given to another RPC
*** Shinobi can buy a single scroll containing either one jutsu, one full rank of a single type, or even one scroll with multiple full ranks included. (If buying a full rank, it is the cost of all the jutsu in that rank.)
Taijutsu Styles: 10,000 Weapon Styles: 10,000 – If you buy a style, it's yours, and nobody else can learn it. Obviously does not apply to styles with practitioners or village styles. Styles can be purchased from Style Master NPCs. Alert the crew that you want to buy a style, and the NPC will be created, but you'll have to go to them.
Summoning Contracts 50,000 - Purchased from Sage NPC in Summoning Lands. Only those with the scroll can become a sage. Once the scroll has been taken, that RPC owns the contract, and must be sought out to sign it. Simply signing a contract may still be done by going through the summon trials until the scroll is taken.
Customs Nin/Gen/Tai/Ken/Any jutsu: .5x jutsu of equal rank. - Custom jutsu are not purchased as normal jutsu, but instead you buy “Theory Scrolls”, from the library, and use those to develop the jutsu. Styles – Bought from NPC just as regular. If developed by RPC, bought in the form of “Theory Scrolls”, for the regular price. Technology: Priced by judge. Puppets: Priced by judge.
