I've only seen the anime and the live action, but I'm definitely going with anime.

It's from R. They needed filler episodes because Naoko was still finishing up the end of the first story arc. She sent pictures and stuff to TOEI of what her brooch and scepter would look like. And the transformation phrase.
Love the animated transformation.

I like the manga and live action most. I loved Minako in the live action and the twist with her. I wish SuperS was like it's manga version and not all about stupid Chibi Usa like the anime
