I didn't care to answer directly because it isn't a question I tend to give much speculation to. Most of the girls in pokemon are pretty. I just don't tend to look at other women with 'sexy' in mind usually....

....but I can give you one answer that might help. Cynthia. I don't know if you'd consider her as 'sexy' as some of the others, but she's got such an amazing strength about her. She's downright magnificent in her own way, but it's more because of that very quiet but intense strength of character she puts out.

...also because that long flowing hair of hers reminds me of Chii from Chobits, although the two females themselves could not be more unalike in personality!

Also, I agree with Kana, Cynthia is downright amazing in every way. Appearance included, the artist went the right way with her, for sure. She's powerful, knowledgeable, has a hobby that doesn't surround itself around collecting rocks or some such.
She's sexy, smart, and interesting.
