I've been noticing the trend in Classic brands, such as Jet J, Victorian Maiden, and the like, that their dresses are leaning more towards a longer look. I suppose the same could be said for other indie brands and may be a few sweet brands. Their design still holds the 'Signature Lolita Shape' , but more along the lines of an average ball gown.

Well. Since the idea with classic lolita is to gain a more elegant silhouette, the longer skirts are a bit better suited since it's more modest, a bit more mature, and definitely more subdued. Your knees don't show, your thighs don't show, and your bloomers, petticoats, and other underpinnings are all safely hidden, unlike in sweet where lately it seems like the hems are getting shorter with every release.
A longer hem isn't just a classic-and-indie-brand phenomenon, however, even if sweet brands are shortening JSKs to the 82cm mark these days.
Sweet brands and gothic brands have made pieces with longer skirts as well. Baby/AatP has released several long-length JSKs and OPs in the last year alone [Seraphim Windows print, Vampire Requiem Print, Hymn Print, as examples]. Long JSKs are also something that Meta favors. They actually have a few that are almost ankle-length [one of their OPs from last winter/spring, I can't recall the print name, and several other plain-fabric JSKs]. Meta's JSKs also just seem to be longer on average because that seems to be how the designer likes it.
Personally, I think that it depends on the coordinate quality rather than just the individual piece. A long JSK can be awesome in lolita, or it can end up looking like something else entirely.
