I'm gonna start off by saying I'm not a great artist and most of what I'm about to say is my opinion purely and you can take any comment I say how you want, but I'm just trying to help and provide my perspective ♥
First off, the coloring is pretty good.. but if you want it to be better quality and equal shading lengths (because I can see when you restarted a new line in the shirts and whatnot) you should get markers made for art itself. Theyr'e a little expensive but for the quality they're worth it. (You might have used them here, I can't really tell, but I'm just recommending anyways xD)
You're giving off the right effect in this picture of an evil fairy, the sinister look and the way shes clutching the flower, so I give you props for that (:. Her hair line though, seems to be extending a little too far then a normal head would, and it seems like its not curving down like how a skull is shaped. I don't know if anyone can tell either, but due to the hair line near the end it looks like the hair is just popping out of her head (just the end!).
Also, the way you emphasized the cheek bones is a bit odd, it looks misplaced by being too high, but thats just me and in real life there are possibilities of having cheek bones up there... I would assume.
The last thing is that her hand seems to only have 4 fingers? I count the 3 in front and the thumb holding the flower, wheres the last one?
I'd like to say overall good effect but theres room for improvement.
You did a pretty good job too <3

The fairy isn't human, (duh to me, haha) so I gave her weird features like the abnormally high cheek bones and 4 finger/claw things lol. I'll have to take into consideration about those special art utensils you mentioned.
As far as the hair goes, I just put random pieces everywhere like it's never been combed or played with before.
