What is it that makes some kids able to be so cruel to other kids? I don't understand.

Some of it has to do with how they're raised. Parents are too soft nowadays, and there's no real structure, so kids can get away with whatever they want. Another part of it can be peer pressure. They may not necessarily dislike the other kid, but the "leader" doesn't like them, and, to keep in the group, hastily follows along, without knowing the real consequences. Also, being different can be a factor. Like how Ashley mentioned her sister wasn't the wealthiest. All those rich kids, who saw ashley's sister, were probably afraid of that kind of lifestyle, and instantly rejected it, and her. None of the reasons are ever right, but it's what happens, to my disappointment. Parents these days don't know how to do this as well as they should. We, as the up and coming older generation, need to remember all this, and really take it to heart, so that one day, when we become parents, we'll be able to teach our kids better, and show them that behavior like that is never okay, regardless of the situation.

In my experience it's jealousy, or wanting to be seen as cool or funny.

Exactly. Because of one's emotion, or how they want to be seen. Even now, I can relate. I've definitely been the cause of humiliation, all in the name of humor. Sure, I can take it no problem, but some days I just want to be left alone.
For Kids, this can be really hard. Especially since they may not know how to handle such a situation.
