It was stuck right on the poor things head gonk
Apparently the blue heeler was tied to a fence while the owner went into the market for a few minutes. Parking officers came past, discussed the situation (rofl) and gave the dog a fine.
It deserves an almightly WTF.

And if the dog bit them (which I wouldn't blame it for having SOMETHING STUCK TO ITS HEAD!) they would have sued.

...heh. Unless he was riding the dog, I think it might be odd to give a parking fine. (Quite beyond the rest of the sillyness of this situation)

Most cars at my University have fines because we invent our own parking spaces XD That's because Deakin only seem to allow 1 parking space to every 100 students Aaaan we all know why that is . . . . . because they're CHEAP!!
