Well....I don't want to be mean or anything but I think a little more pratice can help. The way I practice is by giving freebies. Strokes are a bit sharp and messy and the eyes are a bit off. Another way I practice is by drawing circles over and over again. Circles are the basics of drawing, and I think without circles, no artist could really draw. And if you're going for the chibi look, try a thin neck or no neck at all, but you have to make it work.
But I think you really need basics first.
