Alright, this is for all you village haters and head hunters out there. Here is the deal on missing ninjas. If you become a missing ninja you get a bounty. If you get killed the person who killed you gets the bounty.
Alright so when you become a missing ninja, for whatever reason it may be, you get put on this list.

Okay so this is how the bounty works. Your bounty is equal to how many training lines you have. So as you get stronger you bounty get higher. If someone kills you they basically steal you training lines. Remember that a Missing-nin is hunted only by their village until they become a threat to another (once a missing-nin attacks a village other then their own everyone will go after them, even the villages that didn't get attacked)
The classes for missing ninja are as follows.
Class E are just small time thugs, not even ninja, they don't concern us. An academy student can deal with them no problem. (these guys will be NPC's unless a missing-nin has a child)
Class D are also small time thugs but they have some ninja skill, usually Genin are sent to deal with them as part of their training.
Class C are stronger ninja criminals the don't usually threaten the villages but they do threaten low rank ninja outside their villages. Chuunin , sometimes Genin, are usually sent to deal with them as part of their training.
Class B are dangerous runaway ninja that threaten the safety of the none ninja villages and towns, they usually have a bounty on their heads and sometimes they even have stolen village secrets. They are mostly dealt with by Takujo rank ninja, sometimes Chuunin and usually they are wanted alive.
Class A are ninja criminals who are a threat not only to none ninja villages and towns but to the ninja villages as well, they are considered very dangerous and also have a bounty and almost always they have stolen village secrets. They are usually dealt with by Takujo or Jonin and they're wanted dead or alive, preferably dead.
Class S are the most dangerous of all ninja criminals, they always have stolen village secrets and at times they are a threat to entire countries. They have a high bounty on their heads. The order is "Kill on sight" for all Jonin and Kage/Satoosa rank ninja. It is strongly advised not to face them alone.
Becoming a higher criminal class doesn't grant you any free Jutsu, or Chakra boost but the line requirement for training a Jutsu one rank above your class is 100 lines each and you can's train more then one rankl above yours.. S rank cost 500 each for the first three and 1500 for the rest, but you can learn them at any criminal class. the criminal classes are determined by this system: 200 or more Chakra + all E, D Rank Jutsu, you are considered a D class criminal. 400 or more Chakra + all E, D and five C Rank Jutsu you are considered a C class criminal. 800 or more Chakra + all E, D, C and five B rank Jutsu and you are a B class criminal. 1200 or more Chakra + all E, D, C, B, five A rank Jutsu and you are an A class criminal. 1800 or more Chakra + all E, D, C, B, A and three S rank Jutsu along with at least one forbidden Jutsu, and you are an S class criminal. The stat points are, E have 100 like the Academy students, D have 110 and C have 120 like the Genin and Chuunin, B class 130, A class 140, S class 150, like the Takujo, Jonin and Kage/Satoosa rank ninja.
