Lily's got that one. OOC is usually used to announce some things to the entire cast of an RP, like events in RL hindering someone's RPing time, or what general event is coming up in that RP. Some of the larger RPs have an entire side-forum dedicated to OOC, if they haven't already moved to a guild.
In essence, OOC is pretty much like hanging out with friends in RL in a common location, but it isn't and intregle part of the main activity you are all there for. Also helps cut down on clutter in RPs, though some posts I've seen that don't have an OOC in them, boy, I can't help but wonder if they're TRYING to write a novel.
