I've had similar experiences. I transferred from my middle school, which had an excellent band program, to a different high school in the area. Their feeder middle school did not have a good music program. For a long time, they had a bad director who scared everyone away. They could read music still, but they weren't at the same level as my middle school and most of them hated band. My high school had to deal with that. There's not a lot you can do except be enthusiastic about music yourself and hope to inspire others.

I moved from a school with an EXCELLENT percussion program, the dominating percussion instructor being Tim Overturf, who spent a few years with the Blue Knights(I think) and Santa Clara Vanguard. Then I transferred in middle school to a really bad middle school percussion program, which is just barely getting on its feet. Some of the high schoolers are very decent though. I'm pretty sure we have the next Mozart and the next Asian super-genius, lol.
