I am wanting to knit a hat for my dad, only he has a 24" head. How many stitches should I cast on? I'm using size 8 needles.

It depends on the yarn you're using and the gauge you're getting with that yarn.
Cast on any number of stitches (but not too many), knit for a while with the needles and pattern you want to use and then measure how many stitches there are per inch. After that it's just simple math.

That would depend on the weight of the yarn and your gauge as well as the pattern you would be knitting it in.
