The large eagle flapped it's wings over the docks, and dropped the large sword in the water. If anyone other then Scar Hoshigaki touched it, their hands would be ripped to shreds.
(I think that makes it clear? Only Scar Hoshigaki can know where it is. Only he can have it.)
