just take the hair you want to have coon tails on.
lay down scotch tape where you want the black to be.
(make sure its all even, using a ruler help alot)
then bleach the hair that isn't under the tape.
then im pretty sure you know how to dye the rest of the bleached area pink.
i vote that you have friends help you with it though.
because my friends sophia and lizzie helped do mine.
and they came out really well.

My suggestion would have been to pinch where you want the dye to go o.o
